Project JOINTLY for OER
2018-2020
JOINTLY has been one of three cross-cutting projects in the German “OERinfo” program. The successor projects like WirLernenOnline (We learn online) continues je JOINTLY work – to support the cooperation of OER projects and actors. This page gives an overview to the JOINTLY for OER project.
With the first OER funding program “OERinfo”, the German Federal Ministry of Education and Research promotes the awareness of OER and the development of a wider circle of users. A total of 23 projects has been funded, in which people are sensitized and qualified, who are entrusted with the training and further education of educational staff.
These projects and other OER actors in Germany worked in cross-cutting activities our JOINTLY-team supports:
- OER-Trainer Cooperation (concepts and materials and concepts for OER qualification and sensitization activities)
- Software, IT Infrastructures and Metadata
- Policy
- Legal Questions

OER-Contentbuffet / Trainer Cooperation
In this online environment OER multipliers and trainers do cooperate. For following generations of OER multipliers we are working on concepts and materials for OER qualification and sensibilization activities:
- identifying target groups for OER qualification and sensibilisation, their needed competencies
- suitable sensibilisation scenarios and formats
- materials for OER trainings and information activities
The OER-Contentbuffet.info provides materials and concepts – most in German language. Furthermore, the OER-Contentbuffet has been the beta testing environment for modern OER software tools and infrastructures which are collected and adapted in the IT cooperation acitivities.
In 2020 The OER-Contentbuffet has been transformed to WirLernenOnline.de (WLO) with over 200.000 educational ressources. WLO today collects OER from all known OER collection points and count them in the German OER Statistic.
OER Software Tools / IT Cooperation
The JOINTLY project successfully organized collaborations among IT stakeholders. Several working groups developed concepts for OER-supportive infrastructures and software tools. For example, an OER metadata group was activated to coordinate OER metadata exchange in Germany and drive infrastructure innovation with new concepts.
Concepts were prototyped in workshops and hackathons. The JOINTLY team transferred these solutions into the OER Content Buffet (now WirLernenOnline.de). This collaborative environment for OER projects funded by the program served as a testing ground for new functionalities, which significantly advanced development.
These beginnings gave rise to today’s German OER infrastructure. It is well-documented and reusable through the OEDE Wiki, GitHub, and the websites of the resulting infrastructure and collaboration networks.
This page provides information about the German OER infrastructure and includes links to reusable concepts and solutions.
